The NFL has created rules to try and help the cause and revises the rules to try and help the cause but in the end it's probably ownership, in many cases and that's a major problem.i'm not even saying the teams sucked or anything
just saying there's a clear pipeline issue that needs to be resolved - that you can't improve the HC issue of underrepresentation without addressing one of the bigger causes which is the lack of minority offensive coaches
