They count even after the roster lock?
Yes. Removing the risk of players retiring is a concept that strays away from realism. There'd be no risks in trading for players in the twilights of their careers. In this instance, given that he's currently part of the Eagles roster here, he would've been free to count as an active punter despite being in the same situation he retired from, which would've been exceedingly strange and unfair. This was implemented after we ran into this scenario years ago after multiple teams had retirees that counted as active players, Matt Birk being a prime example at the time. Perhaps the best example came a few years later, where without retirements, the 49ers GM would've been able to say that he had an elite ILB duo in Patrick Willis and Chris Borland going into that season despite them retiring after the lock. So, what happens to one's calculation of cap, dead money, cap hit, etc... when a player retires from one's roster? I'm thankful that Eric Wood has decided not to retire (for now) from the Bills.
