I’m pretty sure he was inside the tackle box, he has to throw it in an area of a WRs but you have to look downfield first, not really much he could’ve done there.

In the tackle box, you have to be in the vicinity of a receiver with your throw.

Outside the pocket, you just need to get past the LoS.
