Humphrey's best season I think he went a couple weeks only really being targeted 1-2 times all game just because no one was throwing his way. I would think getting a PBU seemingly implies you in some way messed up because the QB sees something there when if you are doing your job there is just nothing there and they dont even throw your way.

This is dramatically simplified. Plus Stephens gets targeted a million times a game. So from your logic he's playing poorly. Then on top of all those targets, he has like no PBUs or even just follow throughs to get an incompletion
