There is not a single team in the league that does not at the very least call a screen there. Your argument is now every single team in the NFL is too aggressive. No team, regardless of how bad their offense is, is simply calling 3 give up runs to end the half there. This is not a Harbs thing. This is 32 NFL head coaches and 32 NFL OCs would be as, if not drastically more, aggressive in that situation.

I am genuinely surprised they did not go for that 4th down. That is a sign that they know the Ravens defense has their number. They do not believe they can drive it 39 more yards even if they get the 1st down.
