IIRC, you cannot use those 6.5 stars for bid off - those transactions must be made prior to FA period, clearing cap room not allowed during bidding process.

CoCos, correct me please if I'm wrong.

It's an excellent question, and we actually do allow it for a limited period after the bidding period ends. So long as he had enough cap space to make the bid within the bidding period.
