So I agree, why bother be a distraction when you (meaning Bell) can "stay fresh" for a year and get overpaid by some team (hopefully in the NFC).

the only reason he'd want to accrue a season is because it would mean that the franchise tag level would count for this year and it would make it even more expensive for the steelers to tag him next offseason and definitely prohibitive thereby insuring he'd hit free agency

as it is he already knows the steelers are happy to pay him at this level so if he doesnt accrue the season then he's basically banking on the steelers not wanting the hassle of this situation again and not tagging him even though it would be at the same price as this year's tag
 
So the Raiders will have traded away a generational pass rusher just to tank a season so they can maybe draft another?

Jaguars acquire RB Carlos Hyde from the Browns in exchange for a 2019 5th Round Pick. The Browns originally signed Hyde back in March but the Jags called about his availability and a deal was made. The Browns reportedly wanted to trade for a WR but the Jags said no.

The Browns wanted to trade for a receiver? So they traded away Josh Gordon(which I understand) but are now looking for a WR, that's like if the Raiders trade for a pass rusher after trading Mack.
