It'll take a really good explanation to tell me how beating Thomas and Penn in pass pro is poor play.
How often was he doing it, though?
Plus, Penn hasn't exactly been good this year at all.

He couldn't have done it too often because he wasn't playing much.
Was probably below par in setting the edge but then again, nobody did it right - we've been beaten in run game on the edge no matter who was playing.
Williams is victim of our ridiculous D in which Pees tried replacing pass rush with blitzes. He said that much himself in one of the pressers. "We were very aggressive, i dialed 40 blitzes" (paraphrasing but something like that).
I mean yes he has flashes,of brilliance, but how consistent is he?
I assume the coaches thinking is he can only rush the passer which means when he is in you know where he is going and he is not yet good enough at it to give up the element of surprise that comes with one of the other options in.

Honestly, how many teams would kill for a guy who can come on obvious passing downs and kill it?
But he isn't killing it on obvious passing downs... He's showing inconsistent flashes of ability. He's got all the physical talent in the world, but he still has to refine his technique.
If he were ready to play, he'd play. The Ravens need a pass rush BAD.
He’s rarely is in on obvious passing downs.
He was doing it at a high percentage but that might just be because he only played about 8 snaps in each game
Do you have PFF to see his passing down stats vs run defense snaps because everything I read objects this.

i dont have the stats but i remember from for example he was in the oakland game for 8 snaps and i recall watching him in on passing downs at least 3 times and also on a second down that could have been a pass but a run was called - but his snaps in that game came in bunches so he was in for 3/4 snaps in a row at a time - so he's not being used situationally vs rotationally either...
Consider me convinced with Judon. He's our best OLB and it's not even close.
