I love how they say its because he lowered his helmet. Clowney lowered his helmet in order to hit Foles in the body area and avoid hitting him in the head and neck area.

the lowering with the helmet has been illegal for years - if he lead with the shoulder and incidentally hit with the head it would have been fine

but that's 100% a correct roughing call
