1. Sounds very much like the Rams are going to trade Woods after signing Robinson, so I wouldn't be certain he'll be back anyway.
2. It all depends on where you're spending your money. Right now, the Ravens are paying a ton in the secondary and practically nothing else in the front seven. Frankly, there's nobody in the front seven that's even worthy of even a moderate payday at this point, so you're talking 3-4 years before you make any reasonable effort to extend a significant defensive player. By that point, pretty much all of the secondary players (Marlon, Peters, and Williams) will be either gone or on the back ends of their deals, and then its just a question of whether they're still playing at a high enough level to warrant extending again.
Offensively, you've obviously got Stanley and Andrews that are expensive, and Hollywood and Lamar are soon going to be very expensive. Andrews realistically is probably 3-4 years away from being gone, because that's just the nature of the position.
So the answer is... hard to tell. Ultimately, if we give a lucrative extension to Lamar, drafting becomes more important. No matter how much the cap grows, he'll count at least 15-20% of it most years.
The only reasons I think you're seeing us be more active in early FA is a) we have more cap space than usual and b) we have no high-priced FAs walking out the door that would warrant significant comp picks, so there's no reason to pull back in FA in order to get more picks that aren't coming. At the rate of this FA period, getting even a single comp pick next year would be a surprise.
