Um, well, I think that it is the latter.

Per text: Jackson, who serves as his own agent, was reportedly advised by the NFLPA that he was justified to demand a contract with 100% of compensation guaranteed at signing like Watson’s.
 
Looks like Rapoport is reporting that the Bengals plan on starting negotiations with Burrow for long-term contract this offseason. We'll see if we take care of Lamar first. If not, if Burrow doesn't get a full-guaranteed contract, then I don't think Lamar is getting one from us.

The NFLPA can say that all they want but the chances of Lamar getting a fully guaranteed contract from the Ravens are slim and none, and none left town.

Just like how Kevin O'Leary would say that he wouldn't get out of bed for 3% (Shark Tank reference), Lamar ain't gonna get out of bed for $133M gtd.

Depends on the years. If he wants 4 years 133m is a pretty big chunk of that guaranteed.

Either way I think this gets resolved in the next month or two. I know some people here suggested the draft but I cannot imagine the Ravens let free agency hit without either having signed Lamar or having made the trade because by the draft there would not really be a good way to spend the 40m in cap you would have by trading or the 20m you possibly have by singing. Either way they are going to need that to build the roster.
