Vegas seems to agree Bills -2.5, Ravens -10 (which IMO is too big a number)
I'm stunned by what I'm seeing on the odds makers pages. It is like they think the Bengals are not even going to show up, which I can't believe. On the straight win, the moneyline is -430 or higher for the Ravens, basically saying we have an 80% chance to win.

Yeah but I think resting players might be looked down upon for this week. They got into a huge spill in the sidelines and probably want to take their anger out on Tennessee. If the Jags rested after getting beat by the 49ers and had basically a 'bye week', there is a possibility of them coming out flat. Better to try to get some momentum under their feet.
