No but then we’d finally be able to say we can’t develop receivers. Right now it’s a toss up between Ozzie not being able to draft them, our staff can’t develop them, or both.
 
If your G.M. can't evaluate a receiver on film, he's not much of a G.M.

Certainly scouts help a G.M. focus his evaluations, but in the end, its the G.M.'s job to confirm the qualities are there or reject the candidate because the qualities are absent or not sufficiently present.

The Fall is all on Ozze and DeCost to the extent that he was influential.

Pretty much every GM confirmed the abilities of perriman at the time.

Across the league he had a late first round/early 2nd round grade.

Nobody had him as a late round pick or going undrafted because they confirmed he did not have the qualities to be an NFL receiver.

Player development and player support is where the tean fails.
However majority is still on the player themselves.

Nobody is stopping a player from working on improving his craft.

I guess you could say that Perriman has....dropped the ball when it comes to being an NFL receiver.

We are not in the same ballpark. Not in the same NFL. Not in the same Sport. Not even in the same Universe. The chasm is wider than can be defined.

You are from a Planet where its all on the player, which by the way is a very convenient place to be if you're a G.M. in the NFL that can't pick his nose.

In my World, "The Buck" begins and ends with the decision makers. The player is a given.
