It's certainly not "news", as I think a lot of people suspected this all along.

Plus, logically, why would Lamar sign today? What's the difference between today and mid-July? He can wait until after the draft, see if a team who wanted a QB missed out and is willing to submit an offer. And if not, he can re-engage with the Ravens near the FT deadline, probably get another offer from the Ravens, and sign it.

Its not like by waiting another 2-2.5 months that his value really goes "down". Nobody wants him today anyway. Can't go lower than "nobody".

Plus that way he can justifiably skip all of the voluntary and mandatory OTAs. Won't have to show up until camp.
