He wouldn't be a free agent.I mean if every team in the league is willing to trade for him and has the cap space it still does not matter because Clowney can just veto the team because they cannot trade him unless he is willing to sign franchise tag. So its not that 1/3 of the league cant trade for him its that the only teams that can trade for Clowney are the teams Clowney is willing to play for.
