I think this is a really false narrative because the Ravens spend the 16th most cap on the offense and the 28th most on the defense with $19M more going to the offense than the defense.
I know people get really upset when the draft favors the defense and skill positions aren't drafted, but when you start to see Crockett Gillmore, Perriman, Maxx Williams, Mark Clayton, Travis Taylor, etc., you start to understand that the Ravens may just really not be the best at developing talent. So the Ravens look to free agency.
And the Ravens consistently try to put pieces around Joe. They went out and signed Mike Wallace to a really big deal. They were immediate aggressive players for Jeremy Maclin. They made Benjamin Watson their first ever signing in the legal tampering period. They traded for Boldin. They were quick to get Austin Howard. They made Danny Woodhead a huge priority signing.
The thing is, the Raven work a ton to put pieces around Joe. But when you carry the highest cap hit in the entire NFL, you're not going to be getting Julio Jones. You're going to be getting some B tier pieces to work with and you're going to be expected to give an A or B tier effort with those pieces, not a D tier effort.
As for the game yesterday, I thought Joe had a few pretty good throws, but I thought for much of the day he was too conservative, situationally unaware, and late on many throws to allow the defensive backs time to make plays. I also understand that the offensive line got worked harder than any other game this season and the receivers couldn't really create amazing separation. Thing that bothers me is that we know Joe can move outside the pocket. Sure, he won't be a threat to run, but he can get out of the pocket and buy time. He can also fit it into incredibly tight windows. We just aren't seeing him consistently do either.
