Not a local. (Not sure why that matters. Even if he's done visible work in the community, we all know that bad people can wear a good face 95% of the time, so it doesn't prove much.)
I'm torn about the Ravens honoring Rice. It seems like he has done good work on himself to turn himself around.
On the other hand, I'm not convinced that people can change their essential nature, and someone who can do what he did is probably a bit of a dick at their core. Not just the punch but callously dragging her behind him showed an abnormal lack of empathy. People can, however change their behaviour, and if Rice has behaved well, despite his inner dickishness, that's admirable, I suppose.
Having him back seems very much like a Harbaugh religious move but it's a bit surprising that the organisation has allowed him to do it because the optics are going to be "The Ravens support domestic violence" and Harbaugh will have to answer questions supporting someone who could well let him down again in the future.
If it was my team, I wouldn't allow it.
