I'm seeing a huge wave of people talking about how the salary cap is fake/can be easily bypassed/is no longer a limiting factor, but every cap manipulation strategy I've looked into has effectively just been a way to push the cap hit into a future year's cap space, not evade it.

When did he say that? The closest I can remember is him throwing shade at people that called him a RB during the draft and that he wants to counter that by showing that he can throw as well as run. As far as I can tell the guy loves to run and is crazy good at it

Well yeah, I agree. He was a good receiver in college, not questioning that. The only point I'm making is that you can't necessarily judge a TE's blocking ability in the NFL based on what they did in college.
Worth noting that almost all TE's are bad at blocking in college because that's not what they're asked to do. I think the most we can say there is that Kolar is a developmental prospect as a blocking TE. Give him a year of training with Boyle and who knows how he might grow.
I'm really hoping that's because he was being asked to play out of position. This is a not too long ago all pro CB that has only just turned 30. An unknown, but I'm betting he's good enough to comfortably be CB3 on our roster
Tbf I'm not sure how much cap space we have atm and I'm not entirely against another WR if we can afford it. If we can pay our rookies, sign Houston and sign a decent CB and also then get another WR (in that order) without mortgaging our future then I'm all for it.
I think I just straight up disagree that Chris Moore is a viable WR2 (or anything really beyond depth/special teams) or that Boykin > Duvernay/Proche.
